Wooden packaging for export goods
Wooden packaging is currently the most widely used packaging materials in international trade, as wood packaging is mostly used as raw materials, is an important carrier and transmission medium for forest pests in international trade.
To ensure that China’s outbound wooden packaging meets international quarantine requirements, “outbound wooden packaging quarantine treatment management measures” provides that outbound wooden packaging should be in accordance with the “outbound wooden packaging pest control methods” set out the implementation of quarantine pest control methods, and in accordance with the “outbound wooden packaging pest control marking requirements” requirements to apply a special logo.
1 What is wood packaging?
Wooden packaging refers to the wooden materials used to carry, pack, pave, support and reinforce the goods, such as wooden crates, wooden crates, wooden pallets, wooden frames, wooden barrels, wooden shafts, wooden wedges, padding, sleepers, lining wood, etc.
The following six types of wooden packaging does not require export quarantine supervision:
(A) entirely of thin wood (thickness of 6 mm or less) made of wood packaging.
(B) entirely by the gluing, heating, pressing and other methods of production of plywood, particle board, fiberboard and other wooden packaging.
(C) in the production process after heating treatment for the storage of bulk wine or spirits barrels.
(D) Gift boxes used for packaging wine, cigars or other goods. In its production process after processing or other treatment to remove harmful organisms.
(E) Sawdust, shaved wood, silk.
(F) Wooden fittings permanently fixed to transport vehicles and containers.
2 Why do you need to do pest removal treatment on wood packaging?
Outbound wooden packaging is closely related to the outbound cargo, if the use of non-compliant wooden packaging, such as found in the pre-export inspection, may lead to export obstruction due to replacement of packaging, pest control treatment, and even affect the shipment.
If the wooden packaging in the destination country quarantine failed, according to the relevant countries in accordance with international standards for the development of inbound quarantine requirements, for no IPPC logo, not properly applied IPPC logo, or detection of harmful organisms in the wooden packaging, will be taken at the port of entry pest control, destruction, refusal of entry and other measures.
3 How to select qualified wooden packaging?
With or without bark
Wooden packaging shall be made of debarked wood. The allowable amount of bark residue on wooden packaging should meet: width less than 3㎝, or total area less than 50㎝². If the wood packaging is fumigated with methyl bromide, the bark should be removed before processing.
Whether there is IPPC mark
According to the “Entry and Exit Animal and Plant Quarantine Law of the People’s Republic of China” and its implementing regulations, with reference to the International Standards for Phytosanitary Measures No. 15 “Guidelines for the Management of Wooden Packaging Materials in International Trade”, the export of wooden packaging requires effective quarantine and pest control treatment and the application of the IPPC mark specified by the International Plant Protection Convention. Wooden packaging IPPC logo must be rectangular or square, the logo must be applied to the use of wooden packaging easy to see the location, preferably on at least two opposite sides of the wooden packaging unit. Marking must be: clear and easy to identify, permanent and can not be moved, the logo style must meet the standard.
Whether or not from qualified export cargo wood packaging markings applied to the enterprise
Outbound cargo wooden packaging marking unit must be assessed by the Customs, in line with the “outbound cargo wooden packaging quarantine treatment management measures” requirements. Exporters should be qualified from the identification of the company to purchase wood packaging, and require the provision of wood packaging pest control certificate. The General Administration of Customs regularly updates the national list of enterprises that apply the marking of wooden packaging for outbound goods and publishes it on the website of the General Administration of Customs.

CN is the country code of China;
00000 is the “2-digit customs code + 3-digit running number”;
YY is the treatment code, which can be HT (heat treatment) / MB (bromo-methane fumigation treatment) / DH (dielectric treatment) / SF (sulfuryl fluoride fumigation treatment).
